アメリカの東インド艦隊が一八五三年五月那覇沖に、七月浦賀沖に現れ、琉球王国と日本は開国と動乱の時代を迎える。
「黒船」見物、琉球調査隊による発砲事件、乗組員の無断上陸、電信機実験など、そのとき多くの人びとが初めて西洋人と西洋文明に遭遇した。
翌年の条約締結までの間、何が起こっていたのか。条約交渉過程を追いつつ、黒船絵巻や瓦版、日記などを博捜し、庶民が経験した事件としてのペリー来航を描く。
